This article elaborates the characteristics and representative problem domains that distinguish the field of public health ethics from other branches of biomedical ethics, explains the challenges it faces and looks forward to its future development. I suggest an Aristotelian flourishing perspective for understanding health, a communitarianism perspective for understanding public health and a problem targeted perspective rather than a methodology centred perspective for understanding public health ethics.
