Ethical reviews of medical research are facing challenges similar to those faced by public health ethics, including increasing complexity, diversity and interdisciplinary cooperation; the rapid development of biological and information technology; and the huge impact of these fields on individuals, societies and political and environmental systems. Therefore, models used in research ethics reviews, which are based on traditional bioethics principles and criteria, need to be adjusted. In addition, virtue ethics need to be considered by research teams and institutions. To truly support responsible medical research innovation, all key stakeholders, including researchers, philosophers, sociologists and policy-makers, should be involved in ethical research governance.
