Although bioethics has traditionally concentrated on the moral consequences of biotechnologies and clinical decisions at the individual level, I maintain that the domain of bioethics should and could be expanded to incorporate discussions on public health issues for two reasons. First, a universalistic and individualistic approach to bioethics can be Eurocentric and culturally narrow-minded. A more reflective and culturally sensitive approach to bioethics, as demonstrated by the development of Confucian bioethics, would be beneficial. Second, the extensive application of biotechnologies to populations raises concerns regarding public health and demands technical governance that integrates moral considerations. It necessitates an updated understanding of bioethics that address both individual and population concerns.
