Public health ethics is a new field relative to bioethics, but its novelty does not lie in its use of the group as the core value, as proposed by Professor Cong Yali in the article “Reflections on Public Health Ethics”, because that value is clearly reflected in both traditional bioethics and medical ethics. The novelty of public health ethics lies in its distinct research objectives, research fields and research objects.
